Benton Harbor applies for emergency loan

BENTON HARBOR, Mich. -- Benton Harbor is applying for an emergency loan from the state of Michigan for $2.3-million.
Some of the city commissioners say it is not an answer to the financial problems in Benton Harbor and believe it will only make the problem worse.
Some of the bills the city has not paid are over a year-and-a-half old.
