Construction to start in South Bend at five points

SOUTH BEND — Friday through July, construction crews will be reconstructing the roads on State Road 23 at five points.
They'll also be building storm sewers.
Talbot, Campeau, Chalfant and Howard Streets will be affected.
Only side streets will be closed.
