Duluth under state of emergency due to severe flooding

DULUTH, Minn. -- A state of emergency is underway in Duluth, Minnesota. 

Heavy rains have caused severe flooding and many roads look more like rivers.

Residents in at least one neighborhood have been evacuated from their homes and power outages are being reported.

Internet and cell phone service are down in several areas. Police are asking people to stay home and off the roads.

The rainfall and flash flooding have left some roads underwater and it's even caused sinkholes as well as open manholes.

Conditions aren't likely to improve anytime soon, because more rain is in the forecast.
