Elkhart man arrested on attempted robbery, drug charges after fighting police

ELKHART, Ind. -- Around 6:30 p.m. on June 17, an Elkhart police officer was dispatched due to an attempted robbery in the 100 block of W. Hively Avenue.
The victim of the alleged robbery stated to the officer that the suspect approached his vehicle demanding money. After the officer met with the victim, the officer observed a man that matched the description of the suspect.
He was later identified as 20-year-old Diego Salas Barrios.
The officer watched the Barrios approach a woman at a bank ATM in the same area.
Barrios noticed the officer while approaching the woman and proceeded to walk towards the officer, which led to a physical altercation between the two.
"In that moment I pointed my department issued handgun at Diego due to the assumption that he may have a gun. I then realized that Diego had pulled out his phone as if he was attempting to record our interaction," the officer stated.
"I also observed that Diego also in his right hand, was holding the back cross body bag. While approaching, I began to order the Diego to put the items down. In the moment, Diego refused to follow orders."
That is when the two began to scuffle.
"I then holstered my department handgun and at the same time, Diego began reaching back for his left pocket once more. At that time, in fear that he may possibly be reaching for a weapon, I quickly grabbed Diego at the top of his body while simultaneously kicking his left foot, causing him and I to trip and fall into a seated position with me on top of the upper part of his body," the officer said.
"In that moment I had began to grab Diego in whatever part of his body I could to gain control of him in hopes to possibly gain compliance and to place him into handcuffs."
The officer and the man were both treated by medics.
"Diego was then seen by medics and was later transported to the Elkhart General Hospital for treatment of his injuries," the officer stated. "Medics advised me that I had only cuts and scrapes from the altercation on my left hand and on my right knee along with my left ear."
Barrios was taken to a local hospital for treatment of injuries and was later transported to Elkhart County Jail.
The bag that Barrios was carrying was then searched by authorities.
"Inside of the bag I located a clear stem-like object with a bubbled end to it. This item had a white cloudy substance coating the inside of it. I recognized this item, based on my training and experience as a law enforcement officer, as an item often used to introduce illegal substances into the body, commonly referred to as a methamphetamine glass smoking pipe," court documents state.
:Inside the front zipper portion of the bag, I also located a large knife with a brown end to it which I believe to be what the male may have been attempting to retrieve during the altercation with officers."
He is charged with Attempted Robbery, Intimidation, Resisting Causing Injury, Possession of Paraphilia, Possession of Meth, and Aggravated Harassment.
