FEMA rejects explosion funding appeal

WEST, Texas -- Residents in a small Texas town are outraged and frustrated because FEMA says it will not give money to help rebuild damage done by a deadly plant explosion.

The Associated Press says FEMA reviewed the state's appeal to help the town of West but officials decided the April explosion was "not of severity and magnitude that warrants a major disaster decision".

The agency did provide emergency funds to individual residents.

Fifteen people were killed including several firefighters.
