NFL Analysts break down Joe Alt’s stock
South Bend Mayor James Mueller and Police Chief Scott Ruszkowski released the latest version of the police discipline matrix Thursday afternoon during a press conference.

The matrix has six levels of violations, along with examples of violations that fall under that category, as well as the discipline for the first, second and third violations.
During each incident, officials can take mitigating and aggravating circumstances into account.
