Law bans cell phones for new drivers

Michigan Governor Rick Snyder signed a bill that bans cell phone use by new drivers.
The law applies to drivers with a level one or two license.
Offenders will get slapped with a $100 ticket.
Known as "Kelsey's law" the measure is named after a Michigan teen who died in a crash while talking on her phone.
