Man turns self in after warrant issued following cyber tip investigation

KOSCIUSKO COUNTY, Ind. -- In August 2024 investigators with the Indianna State Police Internet Crimes Against Children Task Force (ICAC) received several cyber tips from the National Center for Missing and Exploited Children (NCMEC). 

The investigation resulted in Kosciusko County Prosecutor's Office issuing a search warrant for 38-year-old William Kollman of Mentone, Indiana that was served Oct. 22, 2025, by the members of the Indiana State Police ICAC Task Force and troopers with the Indiana State Police Bremen Post.

The search warrant resulted in the seizure of multiple electronic devices.  A forensic examination was conducted on the electronic devices, and the findings were turned over to the Kosciusko County Prosector’s Office.

An arrest warrant was issued by the Kosciusko County Superior Court for Kollman on Jan. 28 after a review of the findings by the Kosciusko County Prosecutor’s Office.

Kollman turned himself in to the Kosciusko County Jail on Jan. 29 for Possession of Child Sex Abuse Material, a Level 6 Felony, and Voyeurism, a Class A-Misdemeanor.

The ISP Bremen Post and the Kosciusko County Prosecutor’s Office assisted the ICAC Task Force Investigators in this case.
