No charges filed against Elkhart county commissioner

ELKHART COUNTY, Ind. — No charges will be filed against an Elkhart county commissioner accused of sexual assault.
A special prosecutor out of Allen County reviewed the case.
He said the accuser admitted she had prior sexual contact with Terry Rodino.
Rodino also acknowledged the relationship.
The prosecutor's officer said it could not prove forcible sexual assault.
