Benton Harbor commissioners locked out of city hall

BENTON HARBOR, Mich. -- Members of Benton Harbor's city commission's subcommittee were forced to hold on a meeting on the steps of city hall.

Commissioners say there was no one available to get a key to unlock an office space for the group to meet.

The city's emergency manger says he was not aware of the situation, but he did say city overtime hours have been dramatically cut.
