DETROIT -- The trouble for Detroit continues as the benefits for city employees may be on the chopping block.
The inspector general and auditor general are opening a joint investigation into possible waste, abuse, and fraud in the programs.
The two pension funds for uniform and non-uniform employees are under-funded by billions of dollars.
The city itself has a deficit of $17 billion.
