Elkhart teen under investigation for gang activity at Concord High School

ELKHART, Ind. -- An Elkhart teen is under investigation for gang activity at Concord High School!
16-year-old Markell Rugg was arrested on campus on Thursday afternoon in connection with gang activity.
The teens faces possible criminal gang recruitment and harassment charges.
Right now, Rugg is in the Elkhart County Jail.
He is expected to be charged as an adult.
