GOSHEN, Ind. -- A Goshen Police officer has been charged with strangulation and domestic battery in the presence of a child as a result of an investigation that began in November 2020 by Indiana State Police.
The charges against Joshua Owens were filed in Elkhart County by a special prosecutor.
Goshen Police Chief Jose Miller has started the process to have Owens placed on unpaid suspension pending the outcome of the criminal case.
Owens has worked for the department since December 2007. He has no prior discipline that has resulted in suspension or demotion, Chief Miller said.
