Man arrested for pleasuring himself in front of juvenile at Howard Park

SOUTH BEND, Ind. -- South Bend Police officers were dispatched to Howard Park last week on reports of a male touching himself inappropriately. 

The officers spoke with a witness at the park who identified the suspect as Jerry Oneail Burrow Jr.

"When officers located Burrow and asked him to sit on the curb, Burrow unhooked his shopping cart from his bike and proceeded to bike away," authorities said. 

They were able to locate him a short period later, still riding his bike.  

"Then Burrow jumped off of his bicycle and ran through an alley then proceeded through a hole in a fence near Sample and Main Streets in South Bend," authorities said.

"During the foot pursuit, [an officer] ordered Burrow to stop while also identifying himself as police. Eventually, Burrow came out from behind
the fence and was detained."

The witness told police Burrow was on a bench in Howard Park pleasuring himself, first under his clothing, then exposing his penis that could be seen by the witness who was with a small child.

"it should be noted that there were other children present at the park who were under the age of 14," authorities said. 

Burrow told police he "was sorry and didn't mean to hurt anyone" and that he saw an attractive woman at the park and thought that if he could get her attention if he exposed himself.

"He thought that she might like him more if she saw him masturbating," authorities said. "Burrow acknowledged that there were children present when he had his penis out and masturbating."
