Man charged in July crash that killed two near Quince Road

ST. JOSEPH COUNTY, Ind. -- On Jan. 9, 46-year-old Thongkhoun Phommaha, was charged for the crash that killed Mark Pierce, 59, and Jane Ryall, 54 of South Bend on July 22, 2023.
According to the St. Joseph County Prosecutor's Office, Phommaha was charged with two counts of operating a vehicle with a controlled substance, THC, in his blood. A level four felony.
If convicted the sentencing range for a level four felony is 2-12 years.
Phommaha remains in custody in the St. Joseph County Jail on a $50,000 cash bond.
