ELKHART, Ind. -- The official ribbon cutting ceremony for The Delta neighborhood in the Elkhart River District happened Thursday morning at the Penstock building.
The ceremony highlights the official opening of 89 apartment units that are more than 12,000 square ft. of retail storefronts, and extraordinary new public art.
Mayor Rod Roberson was there to celebrate the event, highlighting three new mixed-use residential buildings: Ivy Row, The Clark, and The Penstock.
"And there will be a space that's just completely walkable, a street that it turns into just a walking stretch. So that you know people can gather in those spaces as well as get to and from the grocery store, Martin's down, down the street."
