Sandy victims trying to rebuild homes, businesses

People along the East Coast are still recovering from Sandy just weeks before Christmas and now a new problem is emerging.

People are confused as to which rules apply to rebuilding both a home and business at the same time.

Just recently, the city of New York put new building codes into place making it difficult to rebuild, especially if you're trying to build several things at once.

The mayor said as the city rebuilds they will try to follow the strict codes, but many wonder if there should be an exception.
