Texas explosion death toll rises to 14

WEST, Texas — The death toll in the Texas explosion has risen to 14.

President Obama declared a state of emergency.

FEMA says federal disaster assistance is now available to the town of West.

The explosion damaged not only the fertilizer plant, but nearby homes. That blast registered as a 2.1 magnitude earthquake.
