Voters deciding school referendum, city income tax

Both Indiana and Michigan voters have issues on the ballots that could affect taxes.
In Benton Harbor, Michigan, residents are voting on the commissioner race and a city income tax.
Commissioner Dennis Knowles dropped out of the race, but his name is still on the ballot. He says he does not want to be re-elected.
If he is elected, the Emergency Financial Manager will appoint someone to fill his position.
In Mishawaka, Indiana, residents are voting on a referendum that would raise $28 million for school improvements.
