MICHIGAN CITY, Ind. -- A 34-year-old man, previously convicted of public indecency, is facing a new set of charges following an incident from Aug. 18.

The suspect, Immanuel Means is charged with Public Indecency with a prior conviction, a Level 6 Felony, and Public Nudity, a Misdemeanor.

The Michigan City Police Department reports an officer responded to the Super 8 Motel at 5724 Franklin St. around 10:40 a.m. on Aug. 18, regarding a report of a man masturbating in the parking lot.

The initial report was made by an off-duty officer.

Before the responding officer arrived, it was learned the suspect might be Means.

Upon arrival, the officer observed a Black man wearing a black hoodie sitting at the north side of the parking lot.

The officer noted the man, later confirmed to be Means, was actively masturbating with a cell phone in one hand.

Documents state Means kept masturbating as the officer approached, leading the officer to draw his taser and give verbal commands to Means to stop and get on the ground.

Police say Means initially failed to comply before he pulled his pants up and got on the ground.

Means was arrested and due to the presence of bodily fluids, a transport wagon was called to take him to the La Porte County Jail.

Means was searched, and nothing was found.

Police learned Means had been convicted of Public Indecency three times between 2024 and 2025.
