86 kids, three adults found at unlicensed childcare operation, FSSA files permanent injunction

GOSHEN, Ind. -- A local, unlicensed childcare operation is no more after intervention from Indiana state officials.

The unlicensed childcare operation in Goshen was sent a cease and desist by the Indiana Family & Social Services Administration on April 15 following an investigation which began on Dec. 1, 2025.

The FSSA has since filed a for a permanent injunction with the Elkhart Superior Court against the operation, which is run by Amanda Wilkinson and Danielle Hines.

According to court documents, on June 1, a search warrant was executed by Division of Family Resources staff and the Elkhart County Sheriff's Office. Documents state 86 children were found on the premises, with only three adults present to care for them.

Authorities specifically noted 66 children were in the basement which had no fire escape, and staff placed three infants who were strapped into car seats in dark coat closets.

The remaining children were found on the main floor of the residence split between two rooms.

Wilkinson and Hines have not been charged with any crimes at this time.
