Benton Harbor pays back debt to the IRS

BENTON HARBOR, Mich. – Benton Harbor has paid back its debt to the IRS.
The city owed $400,000 in back taxes.
Emergency Manager Joseph Harris says the city took on the debt because it needed money to stay afloat.
Now that it's been paid, there is money available for other projects -- like fixing city parks.
