SOUTH HAVEN, Mich. -- South Haven city Council members voted 5-1 Monday night to approve a $45,000 contract with Double Hall Solutions to navigate how a lifeguard plan would fit within the city infrastructure.

Experts with the Great Lakes Surf Rescue Project and proponents of bringing lifeguards back to South Haven believe that the contract is not a step in the right direction toward completing a new program.

Instead, they believe the contract is a stall tactic by the city to further delay a lifeguard program.

ABC57 reached out to the city of South Haven’s mayor, Annie Brown, and the city manager, Kate Hosier several times on Tuesday. While Hosier responded with a quote about the contract, requests for an interview were ignored.

The plan that comes from the new contract is expected to be completed sometime this fall.
