Indiana BMV to restrict gender marker changes on driver's licenses beginning Thursday
Indiana BMV INDIANAPOLIS -- As of Thursday, the Indiana Bureau of Motor Vehicles (BMV) will no longer allow Hoosiers to change the gender marker on their driver's licenses or other identification cards using court ordered gender changes.
In a statement from the IYG, an Indiana-based nonprofit, on Monday, the BMV "quietly implemented a new rule barring individuals from changing the gender marker on their state-issued identification." The statement also notes that the BMV website only has a single notice posted about this change.
As of Monday, the BMV website lists a "Gender Change Rule Update" on its Amending Your Driver's License or Identification Card page, noting that "Effective Feb. 12, 2026, the BMV will no longer provide customers with the option to change their gender on their Indiana credential by using a court ordered gender change or physician statement per Amended Rule 140 Indiana Administrative Code section 7-1.1-3."
The BMV website's front page mentions extra airport screening for travelers without a Real ID, the need to amend your vehicle's registration if you change the color of your vehicle, details about Blackout plates, an error identified with Watercraft registration renewal notices, changes to non-domiciled CLP/CDL, and scheduled downtime for myBMV on Thursday. As of Monday, there is no mention of the gender marker change.
On the Amending Your Driver's License or Identification Card page, the only accepted documents for changing one's gender marker are "a certified, amended birth certificate," "A Physician's Statement of Gender Change – State Form 55617, completed by both you and your physician," or A physician’s statement signed and dated on letterhead that includes this language from 140 IAC 7-1.1-3: “ successfully underwent all treatment necessary to permanently change gender from to .”
The options available for Hoosiers to amend their birth certificates can be found on the Indiana Department of Health website.
The full Amended Rule 140 Indiana Administrative Code section 7-1.1-3 can be found at the Indiana Administrative Rules and Policies website.
