SOUTH BEND, Ind. -- A 56-year-old man is facing several charges, including felonies, after allegedly preventing first responders from assisting an injured woman, battery, and resisting law enforcement.

The suspect, Phillip Blain, is charged with Battery Against a Public Safety Official, a Level 6 Felony, Criminal Confinement, a Level 6 Felony, Obstructing an Emergency Medical Person, a Misdemeanor, and Resisting Law Enforcement, a Misdemeanor.

Blain's initial hearing is scheduled for Aug. 24.

According to the probable cause affidavit in the case, on Aug. 3, officers with the South Bend Police Department responded to a home in the 7000 block of W. Washington Street, regarding a woman with a dislocated hip.

Upon arrival, police say Blain was screaming racial slurs at emergency personnel and refusing to let medics, officers, or firefighters on the property.

Blain informed police the woman's hip was out of its socket, and she was lying on the kitchen floor, but added that no one could come in.

Police say they attempted to deescalate the situation and get medical assistance to the woman, but Blain was insistent that "only white people could enter."

The report states officers then escorted medic and firefighters to the front door before making entry.

When officers told Blain that officers needed to maintain visual contact with the medics, Blain allegedly ran inside, slammed the door, locked it, and shouted, "they're in the kitchen. Can't see them now."

When officers ordered him to open the door, Blain allegedly said, "I'm telling you right now, you better bring the SWAT team."

A medic outside the home then contacted the ones inside via radio. Officers then heard emergency personnel shouting on the radio to get police inside.

Officers then made entry and while attempting to detain Blain, he allegedly pulled his arms away and balled his fists while struggling. Blain was eventually detained.

When officers spoke with the South Bend Fire Department Captain who entered the home to check on the woman, the captain said Blain intentionally stood in front of him before pushing him twice with an open hand and saying, "You're not leaving. You're not going out the door."
