Michigan City man charged with Cruelty to an Animal after video of dog being choked, whipped went viral
Michael Arroyo MICHIGAN CITY, Ind. -- The Michigan City Police Department reports an arrest has been made after being made aware of a video circulating on social media depicting animal abuse involving a dog on Jan. 28.
The video depicts a dog being walked by a man who is seen whipping the dog with its leash before wrapping the leash around the dog's neck and attempting to kneel on the dog's head.
Police collaborated with Michigan City Animal Control to identify where the surveillance video was taken and conducted a welfare check on the dog.
Authorities later obtained additional footage and identified the suspect as the dog's owner, 28-year-old Michael Arroyo.
The case was formally submitted to the La Porte County Prosecutor’s Office for probable cause review.
Probable cause was found and an arrest warrant was issued for Arroyo.
Arroyo turned himself in at La Porte County Sheriff’s Office on Wednesday.
The dog is currently in the custody of another caregiver.
Arroyo has been charged with Cruelty to an Animal, a Class A Misdemeanor.
