South Bend ranked a top 10 cheapskate city

SOUTH BEND, Ind. -- Are you often called a penny pincher? You're probably not alone.
This week kiplinger.com named the top 10 cities for cheapskates and South Bend ranked No. 8. Kiplinger said it factored in cost of living, levels of income and free stuff to do.
Kalamazoo, Michigan also made the cut coming in at No. 4. St. Louis, Missouri topped the list.
