DePaepe: Police line recording scandal began with a small mistake

SOUTH BEND, Ind. -- We learned the South Bend police recording scandal started with a small mistake.
That mistake snowballed and became public when the mayor demoted the police chief and fired the communications director.
On Wednesday afternoon, Karen DePaepe explained only to us how it all started.
This actually started when a recorded line switched hands.
