ELKHART COUNTY, Ind. -- The Elkhart County Commissioners put out a response Monday after receiving complaints over the delayed opening of the Sunnyside Overpass.

Commissioners say the overpass construction is funded and managed by the Indiana Department of Transportation.

INDOT has now set the estimated date for substantial completion as July 1.

County commissioners say they've been encouraging INDOT and the railroad to meet an early opening.

Officials said INDOT is ultimately responsible for all decisions and management of the project.
