INDIANAPOLIS, Ind.—The Indiana State Board of Education voted unanimously on Wednesday to approve South Bend Community School Corporation’s letter of intent to develop a transformation zone plan to begin making performance improvements at Navarre Middle School after six failing state accountability grades.

SBCSC's final detailed plan will be due April 10. 

IBOE board member, Dr. David Freitas, moved to accept the letter of intent, calling it “a plan to plan.”

He then told district officials he looks forward to reviewing the transformation zone plan at the State Board meeting in May. 

"I'm looking forward to reviewing South Bend's Transformation Zone Plan as early as our May State Board meeting. I'm hopeful the plan will detail a viable pathway forward to significantly increase Navarre School's performance in the future," said Dr. Freitas. "Every student in Indiana deserves a high quality education. This includes students at Navarre Middle School, too."

The SBCSC Board of Trustees, Superintendent Dr. Kenneth Spells, and Deputy Superintendent Dr. Todd Cummings were present for the board’s decision.

"We’re very serious in transforming the lives of the students of Navarre intermediate center, and also the students and families of the other four schools that feed into Navarre," said Leslie Wesley, who represents district 3 on the South Bend Board of School Trustees.

According to an IBOE official, the transformation zone would be the first in South Bend.
