La Porte County traffic stops lead to two NYC men arrested

LA PORTE COUNTY, Ind. -- The La Porte County Sheriff's Office reports deputies arrested to men from New York City following two traffic stops on I-80/90, Tuesday.

Deputies initiated two traffic stops on Tuesday hours apart from each other on the same vehicle.

Shortly after 11 a.m., a deputy monitoring the westbound lanes of I-80/90 witnessed a blue Kia Telluride traveling in the passing lane before leaving the lane of travel.

The Kia traveled left of the yellow fog line and onto the rumble strip for several hundred feet. 

A traffic stop was initiated near mile-marker 52.  The driver was identified as 39-year-old Carlos Velez-Angulo of the Bronx, and his passenger was eventually identified as 45-year-old Billy Santiago of Brooklyn, after initially providing a false name. 

Deputies learned Santiago was wanted for a New York parole violation with nationwide extradition. 

Santiago was then taken into custody and brought to the La Porte County Jail.  Velez-Angulo was later released.

Deputies suspected criminal activity was afoot with Velez-Angulo, so the Kia was entered into an information sharing database. 

Later that day, deputies learned the Kia was traveling east along I-80/90. 

At around 5:52 p.m., the Kia passed a deputy working the Domestic Highway Enforcement initiative. 

The deputy determined the vehicle was traveling over the posted speed limit near mile-marker 55. and left its lane of travel again.

A traffic stop was initiated, and Velez-Angulo was once again the driver. Velez-Angulo agreed to exit the Kia.

As the stop continued, the deputy said his suspicions grew. When the deputy approached the vehicle, Velez-Angulo ran from the scene, heading northeast before running across the eastbound lanes, through the median, across the westbound lanes, and into the distance. 

Authorities then established a large perimeter and a search for Velez-Angulo commenced.

The vehicle was impounded and during an inventory search, two vacuum-sealed packages consistent with that of illegal narcotics were recovered. 

Hours later, Velez-Angulo was apprehended and taken into custody near mile-marker 61, following a brief foot chase with an Indiana State Police Trooper. 

Velez-Angulo was taken to the LCJ for a 48-hour hold pending criminal charges.

The case, including charging information and a probable cause affidavit, were then provided to the La Porte County Prosecuting Attorney’s Office. 

Velez-Angulo has been charged with two counts of Dealing in a Narcotic Drug, both Level 2 Felonies, and Resisting Law Enforcement, a Class A Misdemeanor.
