Obama: Congress partially to blame for economy

WASHINGTON, D.C. -- President Obama says Congress is partially to blame on the economy because their failure to act on his jobs bill.

This failure is hurting the country, Obama said.

At the beginning of the year, U.S. employment started out strong but the number of jobs gained each month as fallen.

The president said that Congress can help stimulate state and local governments and that the private sector is "doing fine."

After the president's comments, the presumed GOP nominee Mitt Romney said that president is out of touch.

"For the president of the United States to stand up and say the private sector is doing fine is going to go down in history," Romney said.
