Republican District Committee finds complaint invalid against local Republican councilmen

ST. JOSEPH COUNTY, Ind. -- In an email obtained by ABC57, the Republican Second District Committee formally responded to local Republican Ben Dallas regarding a complaint filed against councilmen Randy Figg and Andy Rutten due to them voting for Democrat Bryan Tanner as new council president.

In the email, district officials determined the complaint to be invalid and dismissed it.

District officials pointed out rules 1-25 and 1-27 as part of their rationale for the decision.

Officials determined the complaint concerns official actions taken by the county council which don't conflict with party rules and fall outside the committee’s jurisdiction.

The district stated after reviewing the definitions of “Republican in Good Standing” and “Republican Nominee,” there were no violations.

Rules mentioned include:

  • Rule 1-25: "The term 'Republican in Good-Standing' shall be defined as a Republican who supports Republican nominees and who does not actively or openly support another candidate against a Republican nominee."
  • Rule 1-27: "The term "Republican Nominee" shall be defined as: (1) A Republican Bona Fide Candidate, as defined under Rule 1-12, who is a Republican in Good-Standing, and has Filed for an elected office and is victorious at the conclusion of a primary, a convention, or been appointed or selected to fill a ballot vacancy. a. If there is only one (1) candidate who has filed for an elected office at the conclusion of candidate filing period as prescribed by law and these Rules, that Republican Bona Fide Candidate shall be considered the Republican Nominee for that elected office."

District officials added Dallas doesn't have "standing" per rule 1-28 to bring forward a complaint.

  • Rule 1-28: The term "Standing" shall be defined as a stakeholder, in good standing, of the Republican Party who is either a precinct committeeman or vice precinct committeeman, party, officer, or Republican Office Holder.
