ABC 57 ELKHART, Ind. -- A warrant for arrest has been issued for two men involved in a fatal two-vehicle crash that occurred near Concord High School on April 10, 2025.
Julio Fraga and Jose Rios Castenda have each been charged with one count of Reckless Homicide - Defendant Recklessly Kills Another Human Being Using a Vehicle. A Level 5 Felony.
A warrant for their arrests was issued on Feb. 20, but they have not yet been booked into jail.
