Elkhart addresses concerns over hiring of new police chief Ray Juengst

ELKHART, Ind. -- After Elkhart conducted a nationwide search for its next police chief, and after the consideration of 30 candidates, the City Administration, City Council, the Legal Department, Indiana State Police, current and former Indiana police chiefs, and the Elkhart Fire Department unanimously agreed Ray Juengst was the most qualified.

Elkhart Mayor Rod Roberson ultimately selected Juengst as the new Elkhart Chief of Police.

Shortly after the initial announcement members of the public raised concerns over his hiring.

In a statement from the Elkhart Mayor's Office, officials state Juengst was forthcoming about his employment history, including prior allegations and his separation agreement with the City of St. Charles.

Elkhart officials say the City of St. Charles has confirmed Juengst is not the subject of any ongoing investigations.

Officials also stated no evidence was found substantiating the allegations against Juengst involving Lieutenant Julie Jackson.

“Chief Juengst has never called me the 'C word.' Further we do not and did not have an inappropriate relationship.” said Jackson.

Elkhart officials say these claims were reviewed as part of the city's due diligence.

They added the separation agreement between St. Charles and Juengst isn't an indication of misconduct or preferential treatment.

Officials say it reflected his salary and benefits accumulated over 30 years. along with a six-month severance package, standard for St. Charles leadership.

Mayor Roberson's administration states they remain confident that Juengst is the best candidate to lead the Elkhart Police Department.

Roberson and Juengst are set to discuss his experience, leadership, and vision for EPD at an introductory press conference in the coming days.
