ELKHART, Ind.-- The Elkhart City Council passed the 2018 budget on Monday night after a five hour discussion.
With big projects and major community investments on the line, over 100 taxpayers came out to make their voices heard.
With a 6 to 3 vote the council decided to fund the Tolson Center for six months and perform an audit to see how the center is being managed.
