Man in ski mask charged with Voyeurism after allegedly touching himself outside apartment window
St. Joseph County Jail MISHAWAKA, Ind. -- A man was charged with Voyeurism after allegedly peering into a window and touching himself outside an apartment building on Saturday, Feb. 21.
The man, Joseph Hess III, has been charged with Voyeurism, Public Indecency, and Resisting Law Enforcement as misdemeanors.
On Saturday, Mishawaka police officers responded to an apartment complex after reports of a man masturbating while wearing dark clothes and a ski mask and looking into an apartment.
When an officer arrived at the scene, the suspect fled on foot. The officer pursued, eventually apprehending him.
The victim showed officers surveillance video of a white man in the same clothes as Hess peering into her back windows and touching himself under his pants.
Hess' first hearing was held on Tuesday, and he has another hearing scheduled on Wednesday, Mar. 11.
