Special prosecutor to handle Roos allegations

A special prosecutor has been appointed to review the Indiana State Police investigation into City of South Bend employee Kathryn Roos, according to a press release from the St. Joseph County Prosecutor's Office.

In December, the St. Joseph County Prosecutor's Office received Indiana State Police's final report into allegations city of South Bend employee Kathryn Roos improved her property at taxpayer expense.

On December 18, the prosecutor's office filed a Petition for Appointment of Special Prosecuting Attorney to review the ISP investigation into Roos.
The St. Joseph County Circuit Court approved the appointment of David O Thomas as special prosecutor.

At the time of the filing, the petition was sealed by the court to protect the individual in the investigation. When a case is sealed, the prosecutor's office isn't allowed to discuss the contents of the filing or that a case was referred to a special prosecutor.

On Wednesday, Thomas filed a motion to unseal the petition because the ISP investigation was already public knowledge, according to the prosecutor's office.
